Due to the impact of Storm No. 4, from August 22 to 24, the Northeast region, southern Phu Tho, and Thanh Hoa are expected to experience widespread rainfall of 100–200 mm, with localized totals exceeding 400 mm. Specifically, Quang Ninh and Hai Phong will see 250–350 mm, with some areas exceeding 600 mm; Lang Son and Bac Ninh will receive 200–300 mm, with localized totals over 500 mm. Areas requiring high alert: Quang Ninh and Hai Phong are the epicenters of this torrential rain. Additionally, Lang Son, Bac Ninh, southern Phu Tho, and Thanh Hoa face significant risks of flooding, flash floods, and landslides.
