Training on Glacial Lake Outburst Flood (GLOF) Mapping using Earth Observation Satellite Data by AIT and ISRO


Background

Bhutan, a landlocked country in the Eastern Himalayas, is particularly vulnerable to Glacial Lake Outburst Floods (GLOFs) due to its mountainous terrain and the presence of numerous glacial lakes. The country has experienced devastating GLOFs in the past, most notably the 1994 Lugge Tsho GLOF, which caused significant damage to downstream communities and infrastructure. As climate change accelerates glacial melting, the risk of GLOFs increases, making it a critical concern for countries like Bhutan.

Sentinel Asia, established in 2006, is a voluntary initiative led by the Asia-Pacific Regional Space Agency Forum (APRSAF) to support disaster management in the Asia-Pacific region using earth observation satellite data. The initiative has been instrumental in providing timely satellite data and products for various disasters, including floods, landslides, earthquakes, GLOF, etc. It facilitates the rapid sharing of satellite data and products during emergencies, which is crucial for GLOF early responses. It also promotes capacity building and regional cooperation among member countries, encouraging knowledge exchange and collaborative projects to support member countries to develop expertise in using satellite data for disaster management.


Objectives

This training aims to build upon Sentinel Asia's existing framework and Bhutan's ongoing efforts in GLOF risk reduction. By enhancing the capacity to utilize earth observation data for GLOF mapping, the training will contribute to more effective disaster preparedness and emergency response in Bhutan.

  1. To introduce the participants to the Sentinel Asia initiative and its mechanisms for activating Emergency Observation Requests (EOR), as well as highlight successful case studies.
  2. To familiarize the participants with various earth observation satellite data relevant to GLOF mapping and monitoring.
  3. To equip the participants with practical skills in utilizing open-source software for satellite image analysis, particularly for GLOF mapping.

Expected Outcomes
  • Be familiar with the Sentinel Asia initiative and its role in disaster management across the Asia-Pacific region.
  • Be able to access and leverage Sentinel Asia's data archives and value-added products.
  • Be proficient in utilizing the available earth observation data and processing tools for GLOF mapping and monitoring.
